摘要 为防止应急供应链的延迟或断链事件的发生,采用质量工程配置(quality function deployment,QFD)方法,对应急供应链进行弹性构建.通过大量的文献分析和实际调研,在界定应急供应链弹性内涵的基础上,探讨了应急供应链弹性的影响因素,提出了增加运输链路数量、构建绿色通道机制、加强信息监测与预案等八个方面的弹性提升策略,进而构建了基于QFD的应急供应链弹性策略评价模型.案例分析表明,应急供应链的脆弱性环节主要在运输和信息层面,可通过"提高运输链路数量"、"增加运输道路容量"、"加强GIS技术与综合数据库先进性"和"提高信息监测与预案准确性"等策略提升应急供应链弹性,从而克服脆弱性. In order to prevent the emergency supply chain from being delayed or broken,the quality function deployment(QFD)method is adopted to construct the emergency supply chain flexibly.Through a large number of literature analysis and practical investigation,based on defining the connotation of emergency supply chain elasticity,this paper probed into the influencing factors of emergency supply chain elasticity,and put forward eight elastic promotion strategies,such as increasing the number of transportation links,constructing the green channel mechanism,and strengthening information monitoring and preplan,etc.Then,the evaluation model of emergency logistics supply chain resilience was constructed based on QFD.The case study shows that the vulnerability of emergency supply chain mainly lies in transportation and information,which can be overcome by improving the flexibility of emergency supply chain through such strategies as“increasing the number of transportation links”,“increasing the capacity of transportation roads”,“strengthening the advancement of GIS technology and comprehensive database”and“improving the accuracy of information monitoring and preplan”.
