融合众包的突发事件应急管理模式及情报体系研究

Research on a Crowdsourcing Integrated Emergency Management Model and Its Intelligence System

[目的/意义]突发事件的应急管理是政府工作关注的重点内容,在大数据环境下,如何发挥社会公众的力量参与到突发事件救援活动中是应急管理的研究热点。[方法/过程]通过对大量文献进行综述研究,本文引入众包模式,在以往研究基础上对突发事件应急管理的众包模式进行深入的探讨分析。[结果/结论]提出了在整个应急管理过程中融入众包的应急管理模式,构建了融合众包的应急管理情报体系,并对影响众包质量的因素进行了阐述,弥补了当前应急管理研究的不足。

[Purpose/Significance]The emergency management during emergency incidents is one of the focuses of governments.In a big data environment,how to enable the power of crowds to participate in emergency rescue activities is a research hotspot in the domain of emergency management.[Methods/Processes]Based on literature study,this paper introduced a crowdsourcing model for emergency management and provided in-depth analysis on this model.[Results/Conclusion]It proposed an emergency management model integrated with crowdsourcing for all the phases in emergency management,and constructed a crowdsourcing-based emergency management intelligence system.In addition,it elaborated on the factors that affected the quality of crowdsourcing in emergency management.This study complemented the state-of-the-art research on emergency management.
