南海争端国际认知的塑造与再确认 被引量:3

摘要 南海问题短期内很难得到彻底解决,现阶段主要是对其进行危机管控,进而累积各方政治互信,从而为最后彻底解决争端积累条件。实现有效地管控分歧以避免矛盾升级,首先是各方对管控危机达成共识,并使其不再成为国际热点议题,同时为通过双轨思路解决南海问题创造有利的舆论、双边和国际环境。为营造这一态势,需要梳理南海问题的客观特征,并归纳出各方由此而产生的主观认知;基于此,中国可以通过综合行政管辖与执法、外交努力和国际舆论引导等路径来形成中国版的南海争端国际认知,并努力成为各方认知的最大公约数。 The South China Sea dispute is difficult to be solved in a short time,so the main task at this stage is to carry out crisis management and control,and then to accumulate political mutual trust,so as to accumulate conditions for the final settlement of the disputes.To effectively control the differences and avoid the escalation of contradictions,the parties should first reach a consensus on the crisis control to make it no longer an international hot topic.At the same time,all sides should create favorable public opinion,bilateral and international environment to solve the South China Sea dispute through the double track thinking.In order to create this situation,the objective characteristics of the South China Sea dispute need to be sorted out and the subjective cognition arising from the issue needs to be summed up;Based on this fact,through some methods such as comprehensive administrative jurisdiction and law enforcement,diplomatic efforts and international public opinion guidance,China can form its own version of international cognition of the South China Sea disputes,and strive to make it become the greatest common cognitions of all the parties.
