2015年11月7月,在习近平主席和新加坡总理李显龙的见证下,中新双方签署了政府间合作协议,两国领导人正式宣布启动以重庆为运营中的中新互联互通项目。2016年1月,习近平总书记视察重庆时要求"一定要高标准实施好,打造高起点、高水平、创新型的示范性重点项目"。
