公安民警教科书式执法背后的冷思考

警务实践中,所谓公安民警教科书式执法的个案还存在诸多问题,欠规范、不具有推广性,不是严格意义上的教科书式执法。教科书式执法行为应该是严格按照法律规范,贯彻落实执法细则,法律较效果和社会效果较好,影响较大、反响热烈的经典案例。教科书式执法应同时具备权威性、合法性、规范性、有效性和可推广性五大特征。

In the police practice,the so-called textbook-style law enforcement cases still have many problems,which are not standardized and popularized,and not strictly textbook-style law enforcement.Textbook-style law enforcement should be a classic case in which laws and regulations are strictly followed,and law enforcement rules are implemented,with good legal and social effect and great impact and response.Textbook-style law enforcement should simultaneously have five major characteristics,which are authority,legitimacy,normalization,effectiveness,and generalizability.
