基于系统价值论的智慧城市建设系统分析

摘要 以系统论、系统价值论和效用系统等为理论基础,提出"智慧城市建设的运作逻辑",探索城市边界条件高度不确定的条件下智慧城市可持续发展新思维。从智慧城市建设定向"力"、智慧城市复杂性的简化机制、系统间的耦合互动关系及各系统内涵等方面进行系统分析。借鉴系统价值论的主要思想,把负熵流引入对系统有序度和定向力的解释,将主体因子、观念因子、物理因子、行为因子和战略因子相融合,确定价值系统的系统效用。智慧化时代的复杂生态对信任关系的建立和维护提出了更高的要求,本文根据卢曼对社会复杂性提高条件下复杂性简化方式的观点,即信任是面对世界复杂性所具有未来行动方案的次优选择,提出智慧城市生态系统的复杂性简化机制。"智慧城市建设的运作逻辑"不仅能在理论层面提供一个新的视角以促进我们对智慧城市战略认知与深度解释,也能直接在实践层面从"技术系统"完善与提升带来启发和收益,为公正、秩序、安全互信和可持续发展智慧城市的建构、研究和发展中面临的疑问和难题提供借鉴思路。 Based on the theory of system theory, system value theory and utility system, this paper puts forward the "operational logic of smart city construction" and explores the new thinking of sustainable development of smart cities under the condition that urban boundary conditions are highly uncertain. Systematic analysis is carried out from the aspects of smart city construction oriented "force", the simplification mechanism of smart city complexity, the coupling interaction between systems and the connotation of each system. Drawing on the main idea of systemic value theory, the negative entropy flow is introduced into the interpretation of system order and orientation, and the main factor, concept factor, physical factor, behavior factor and strategic factor are combined to determine the system utility of the value system. The complex ecology of the intelligent era puts forward higher requirements for the establishment and maintenance of trust relationships. This paper is based on Luhmann’s view of the complexity simplification of social complexity, that is, trust is the future action in the face of world complexity. The sub-optimal choice of the scheme proposes a simplified mechanism for the complexity of the smart city ecosystem. The "operational logic of smart city construction" can not only provide a new perspective on the theoretical level to promote our strategic understanding and deep interpretation of smart cities, but also directly inspire and benefit from the improvement and enhancement of "technical systems" at the practical level, to provide reference for the questions and problems faced in the construction, research and development of a smart city with justice, order, security, mutual trust and sustainable development.
