禁摩限电政策中的公众态度研究——基于新浪微博内容的分析

Research on Public Attitude in the Policy of Motorcycle Prohibition and Electric Bicycle Limitation:Based on Sina Microblog Content

2016年3月"禁摩限电"整治行动在深圳各区展开,该政策试图缓解由摩托车和电动车带来的日益突出的交通安全问题和非法营运现象,但在政策推行过程中,公众基于利益角度对此表达不满情绪,政策推行受阻。本文通过分析新浪微博内容,了解公众对"禁摩限电"政策的态度、关注点与态度的变化趋势。结合数据统计的方法,发现公众对政策的感知程度越高态度越积极;公众态度的责任归因分别为对政府的不信任、企业和市民寻求自身利益保护及缺少政策认知。

In March2016,the“Motorcycle Prohibition and Electric Bicycle Limitation”rectification campaign was launched in various districts of Shenzhen.The policy tried to alleviate the increasingly prominent traffic safety problems and illegal operation caused by motorcycles and electric bicycles.However,during the policy implementation process,the public expressed dissatisfaction with this view based on their interests,and the implementation of the policy was blocked.This article analyzes the content of Sina microblog and understands the attitudes,focus points and attitudes change trend of the public on the policy.Combined with the methods of data statistics,it is found that the higher the public perception of the policy,the more positive the attitude;the responsibility attribution of the public attitude is the distrust of the government,enterprise and the citizens seeking their own interests protection and the lack of policy awareness.
