摘要 随着我国互联网经济的迅猛发展,餐饮O2O市场形成"井喷式"增长。但同时,对餐饮O2O配送行业的监管缺乏统一的行业规范,出现了餐品自身质量安全保证难、配送餐品包装简陋、配送工具难以标准化、配送员素质差、配送员投诉事件频发等问题。为加强网络餐饮服务食品安全监督管理,保证餐饮O2O配送环节食品安全,需要构建餐饮O2O配送环节食品安全控制机制。本文基于食品安全链,从政府角度要"建体系"统筹行政监管力量,从O2O餐饮平台角度加强对入驻企业的监管和教育,从O2O餐饮企业角度从源头提升监管方式,从物流配送团队改善配送手段和方式四方面构建机制。 With the rapid development of China's Internet economy,the catering O2O market has formed a"spurt"growth.At the same time,the supervision of the O2O distribution industry in the catering industry lacks uniform industry norms,so it is difficult to ensure the quality and safety of the food,the packaging of the distribution food is difficult,the distribution tools are difficult to standardize,the quality of the delivery staff is poor,and the complaints of the distribution staff are frequent.In order to strengthen food safety supervision and management of online catering services and ensure food safety in the O2O distribution of catering,it is necessary to construct a food safety control mechanism for catering O2O distribution.Based on the food safety chain,this paper proposes to construct mechanisms in four aspects:to coordinate the administrative supervision force through"building the system"from the government perspective,to strengthen the supervision and education of the settled enterprises from the perspective of O2O catering platform,to improve the supervision mode from the source from O2O catering enterprises,and to improve the distribution means and methods from the logistics distribution team.
