关于不平衡报价的对策研究

The Study on the Countermeasure against Unbalanced Bidding

投标人在投标报价时采用不平衡报价,以期在结算时取得额外收益,这对建设单位而言就意味着工程造价增加。因此本文从招标工程量清单编制、评标办法制定以及合同条款设置等三个方面阐述关于不平衡报价的对策研究,从而为建设单位造价控制提供一个思路。

The bidder uses unbalanced quotation in bidding in order to obtain extra income in settlement,which means the project cost increases for the construction unit.Therefore,this paper elaborates the countermeasure research on unbalanced bidding from three aspects,such as the preparation of the bill of quantities for bidding,the formulation of bid evaluation methods and the setting of contract terms,so as to provide an idea for the cost control of construction units.
