政党外交视域下中国国家软实力塑造的实施路径研究——基于中国共产党与世界政党高层对话会的视角

Study of Implemental Approach of Shaping Chinese National Soft Power via Political Party Diplomacy——From the Perspective of High-level Dialogue between the CPC and World's Political Parties

国家软实力和国际影响力在一定程度上是被塑造出来的。政党外交作为一种新型外交方式,对于提升国家软实力具有受众的广泛性、传播的及时性和真实性,方式的间接性和作用的潜移默化性,以及作用机制的关键性和传导性三大内在机理和策略优势。在当今"西强我弱"的时代环境下,中国要提升在国际舞台上的软实力和影响力,改善中国国家形象,需要以中国共产党与世界政党高层对话会为平台,搭建中国共产党与世界各国政党交流合作的长效机制;以海外政党对中国崛起的成功经验这一兴趣点为凭借,传播实现国家现代化和推进全球有效治理的中国方案与中国主张;以世界各国人民和政治精英普遍能够接受的"共同价值"为依托,探讨解决人类发展共同难题、实现各国共同繁荣的时代主题,从而充分发挥世界政党大会这一政党外交新机制在"展现中国形象、传达中国声音、广交各党友人、共谋发展大计"的积极功能。

National soft power and international influence are shaped to some extent.As a new diplomacy pattern,there are three inner mechanism and tactical advantages to political party diplomacy:audiences'universality,spread's timeliness and authenticity,method's indirectness and influence's unconsciousness,as well as mechanism of action's conclusiveness and conductivity.In the period that the West is stronger than China,in order to improve its own soft power and influence power on international stage and enhance Chinese national image,China needs to:(1)take high-level dialogue between the CPC and world's political parties as a platform,construct long-term exchange and cooperation mechanism between Chinese Communist Party and other countries'political party;(2)take the interest that overseas political Parties are in China's rise sharply as a resort to spread Chinese solution and Chinese opinion of achieving national modernization and promoting global effective governance;(3)take common values that people all over the world and political elites accept widely as a carrier to discuss the topic that solve common problems which human confront in development process and realize all countries'common prosperity,thereby,to make world congress of political parties a new mechanism of political party diplomacy to play the positive role sufficiently in enhancing Chinese image,conveying Chinese voice,making friends with all countries'parties and planning development strategy commonly.
