出入境检验检疫对宏观经济影响的量化评价方法与应用

The Quantitative Evaluation of the Impact of Inspection and Quarantine to Macroeconomic

出入境检验检疫工作的主要内容是维护进出口商品质量安全、严防人类和动植物疫病疫情以及有害生物传入和传出国境,是国家宏观经济和外贸管理的有机组成部分。本文通过对检验检疫的经济影响路径进行全面的研究和梳理,在此基础之上构建量化指标体系,测算检验检疫对宏观经济的影响,以提升检验检疫服务经济的针对性和有效性。结果表明,检验检疫对宏观经济是以避免损失为主的间接式带动,最大贡献体现在提升产品质量和减少进出口企业运营损失上。总体而言,检验检疫工作每年带来的经济效益和挽回的经济损失占宏观经济的总体比重约为2.1%,其在推动质量提升、降低制度性交易成本、减少企业损失、保障民生安全等方面发挥了重要作用,为社会经济发展提供了有力支持。

Inspection and quarantine department is an organic part of national economy and international trade,is the security guard to maintain the import and export commodity quality,protected from human,animal and plant disease outbreak,and prevent the harmful organisms incoming and outgoing.Based on the path to economic impact of inspection and quarantine,we built a quantitative index system,measured contribution of inspection and quarantine to macroeconomic,to enhance the pertinence and effectiveness of the inspection and quarantine service.Results show that inspection and quarantine has indirect driving effect to macroeconomic with avoiding losses,the greatest contribution is reflected on the improvement of the quality of products and reduction of operating loss.Overall,the contribution rate of inspection and quarantine departments to macroeconomic is about 2.1%each year.Thus it can be seen that inspection and quarantine has positive effects on improving the quality;reducing the institutional trading costs;reducing the enterprises’losses and protecting the safety of livelihood,it provides a strong guarantee for social and economic development.
