探讨新形势下CCC目录界定及产品入境验证

Exploring the Definition of CCC Catalogue and Product Entry Verification under New Situation

强制性产品认证(简称CCC)产品入境验证制度在确保进口产品的安全性起到了重要作用。但一直以来集中在基层进行CCC目录界定和口岸实施的入境验证,却在不同程度上影响了当前贸易便利化的推进,比如对于不断调整的CCC目录,产品界定的技术难点,入境验证是否在口岸开箱查验、是否在使用地验证以及对跨境电商的验证等都是在新形势下碰到的问题。本文针对口岸一线入境CCC产品目录界定及入境验证问题,走访部分出入境检验检疫执法部门,开展问卷调查,结合自身工作实践,对CCC目录界定及入境验证问题进行分析,提出做好新形势下CCC目录界定及产品入境验证的建议。

The product of China compulsory certification entry into China must be validated.This verification system has played an important role in ensuring the safety of imported products.But it has been concentrating on the definition of the CCC directory and entry verification at the port,but it has influenced the promotion of current trade facilitation in varying degrees,such as the constantly adjusted CCC directory,the technical difficulties in defining the product,whether the entry verification is open to the port and whether the use of the land is verified and the cross-border e-commerce is used.Verification and so on are all problems encountered in the new situation.In view of the definition and entry verification of the entry CCC product catalogue of the port frontline entry,this paper visits some law enforcement departments of entry and exit inspection and quarantine,carries out a questionnaire survey,and analyzes the definition of CCC catalogue and entry verification in combination with its own work practice,and puts forward the definition of CCC catalogue and the entry of products under the new situation.
