木制品监管模式“放管服”改革探索

为推进综合业务改革,提升营商环境,探索木制品检验检疫监管模式"放管服"改革,通过分析当前我国木制品进出口现状、违规通报和监管情况,寻找木制品检疫执法面临的挑战,创新木制品检疫监管新模式,把"数据云"应用到木制品过程监管中,把审单放行、双随机一公开和"放管服"改革的创新、协调、绿色、开放、共享发展理念贯彻到木制品监管模式中。各职能部门和相关企业采取积极应对措施,共同实现增效减负的目标,推进木制品监管模式"放管服"改革。

In order to promote the integrated services reform and enhance the business environment,investigation was conducted on the simplification of administrative procedures,delegation of powers,combination of decentralization and control,and optimization of services reform for wood products supervision mode.After analyzing the current wood products import and export situations in China,and the illegal product notification and supervision,challenges are arisen on finding the wood products quarantine law.However,a new kind of quarantine supervision mode has been created for wood products,and data cloud is applied to the comprehensive supervision process for wood products.By giving green light to document examination,double random and single open,and carrying out the"delegate power,effective oversight,and improve service"reform,innovation,coordination,green,openness and development sharing concept are brought into the supervision of wood product heat treatment.All functional departments and related parties should take effective measures to increase efficiency and reduce burdens so as to promote reform of"Streamlining Administration,Delegating More Powers,Improving Regulation and Optimizing Services"for wood products supervision mode.
