放管服背景下广州市属高职院校教学内涵建设项目管理改革研究

Research on the Reform of Teaching Connotation Construction Project Management in Guangzhou Municipal Vocational Colleges under the Background of Streamline Administration,Delegating Powers,Improving Regulation and Services

以广州市属高职院校为例分析了各级各类教学内涵建设项目放管服改革现状,从学校承接责权利下放的管理经验不足、院系二级项目管理的组织机构缺失、学校放管服保障机制不健全、政府服务职能未充分发挥等方面阐述了放管服改革面临的问题与困境,并从组织体系建设、权责分解、试点改革、机制建设等方面提出了进一步推进教学内涵建设项目放管服改革的基本策略。

Taking Guangzhou Municipal Higher Vocational Colleges as an example,this paper analyzes the current situation of the reform of the management suit for all kinds of teaching connotation construction projects at all levels,the lack of management experience,the lack of organizational structure of the two level project management in the college department,the unsound protection mechanism of the school management suit and the lack of the full play of the government service.The basic strategies for further promoting the reform of teaching connotative construction projects are put forward from the aspects of organizational system construction,power and responsibility decomposition,pilot reform and mechanism construction.
