摘要 以长江水利委员会信息化顶层设计为根本指导,围绕日益复杂的长江流域综合管理需求,总结当前数字长江阶段的信息化现状基础。以透彻感知、全面互联、深度整合、广泛共享、智能应用、泛在服务为提升方向,研究提出智慧长江规划的编制构想,初步描绘最终服务于"安澜、绿色、和谐、美丽"4个长江的智慧长江目标体系,初步构建动态的感知、智联的大数据、智能的应用支撑、智慧的应用,以及运行环境及安全与保障环境等体系的智慧长江框架体系。按照近期打基础、中期见成效及远期现水平3个实施阶段,梳理近期的实施路径,以长江流域控制性水利工程综合调度支持系统和全覆盖水监控能力建设2个骨干项目为依托启动智慧长江建设,分步实现智慧长江的远景建设目标,可为智慧长江规划工作的开展提供参考。 Guided by the top design of informatization of Changjiang Water Resources Commission,this paper summarizes the basis of informatization for the current stage of Digital Yangtze River,mainly focusing on fulfilling the requirements of integrated management in Yangtze River basin that has become increasingly complex.It puts forward the idea of programming Smart Yangtze River which aims at promoting thorough perception,comprehensive interconnection,in-depth integration,resources sharing,smart applications and ubiquitous services.It outlines an objective system of Yangtze River featuring“safety,green,harmony,and beauty”.An initial framework is established,which consists of a dynamic perception system,an interconnected big data system,a smart application support system,an intelligent application system,an operational environment system and a safety and security system.A three-stage implementation plan sets out a short-term goal of foundation building,an interim goal of achieving preliminary results,and long-term goal of top-down implementation,based on which the short-term working processes are sorted out first.Constructing a comprehensive dispatching support system of key water projects in Yangtze River Basin and capacity building of the full-coverage water monitoring are the two backbone projects that provide basis for launching the Intelligent Yangtze River plan,and paving the way for the realization of long-term goals and further supporting Yangtze River harnessing in the new era.The reference for implementation of“Intelligent Yangtze River”plan is provided.
