为提高管理工作的效率,借助信息化的手段,建设基于浙江省五级河长架构的河长制信息系统。通过分析浙江省河长制管理工作的现实需求和系统开发关键技术,对河道基础信息、管理流程、业务办理、统计分析和考核评价等环节进行梳理,借助互联网和移动互联网技术,提出河长制信息系统的总体设计思路和详细功能设计,实现河长制基础信息查询、动态信息监测、重点项目统计、巡查问题处理、任务通知发布和目标责任考核等功能,通过信息化的手段管理浙江省数万名河长的履职。

To improve the efficiency of management work,by the means of the informatization technology,the article establishes the river chief mechanism information system based on the five-level river chief structure.By analyzing the realistic demand of management work of Zhejiang River Chief Mechanism and key technology of system development,with the help of the internet and mobile internet technology,it sorts out the basic information of river,the management processes,business management,statistical analysis and assessment of links,puts forward the overall design idea and detailed function design of information system of river chief mechanism,and realizes the functions of basic information inquiry,dynamic information monitoring,key items statistics,patrol problem handling,task notification and target responsibility assessment,which is of great significance to management work of ten thousands of river chiefs in Zhejiang Province by means of information technology.
