基于收入权益法的采矿权出让收益基准价研究——以湖南省铁矿基准价制定为例

Research on Mining Rights Transfer Income Benchmark Prices Based on Income Equity——Take the Case of Hunan Iron Ore Base Price Setting

建立矿业权出让收益基准价制度,各省(区、市)国土资源部门要组织制定并公开发布本地区矿业权出让收益基准价。根据目前收集到的采矿权出让收益市场基准价制定信息,结合不同省份矿产资源禀赋特征及开采技术条件,探讨提出采用收入权益法模拟评估来制定出适合本省社会经济实际发展情况的采矿权出让收益市场基准价,并以湖南省铁矿为例,说明拟定矿种基准价的制定方法与过程。

The provincial departments of land and resources should public release of the benchmark price of the transfer of mineral rights and establish a benchmark price system of the transfer of mining rights.According to the current collection of benchmark price information in mining rights transfer income market,combining the characteristics of mineral resources endowment and mining technical conditions of different provinces,this paper proposes to use the income equity method to get the market benchmark price of mining rights transfer income which is suitable for the social and economic development of the province.Then taking Hunan iron ore mine as an example,this paper explains the method and the process of formulating the benchmark price.
