国外海洋科技创新体系对天津的启示

Enlightenment of Foreign Marine Science and Technology Innovation System to Tianjin

天津海洋资源丰富,但是其发展也面临诸多瓶颈,为进一步完善海洋科技创新体系建设,从国家政策、创新平台建设、经费投入几方面进行分析,梳理美国、日本等海洋强国在海洋科技创新体系方面的特点与管理架构,概括总结其海洋科技创新体系建设方面的措施与经验。通过分析介绍国外海洋强国的海洋创新体系建设经验和做法,结合天津发展现状,给出天津海洋科技创新体系建设的意见和建议,为天津海洋事业的繁荣发展提供借鉴与启示。

Tianjin is rich in marine resources,but the development of Tianjin's marine industry is still facing many bottlenecks.Through studying the measures and experiences of the United States,Japan and other marine powers in the construction of marine science and technology innovation system,this paper summarizes the characteristics of foreign marine science and technology innovation system,and provides experience and inspiration for the development of Tianjin.
