Brief Introduction of MSC 99 and Maritime Autonomous Surface and Relative Amendments to SOLAS

The ninety-ninth session of the Maritime Safety Committee(MSC 99)discussed about the terms,definitions,goals and autonomy levels for the Maritime Autonomous Surface Ships(MASS).There is currently no formal definition of autonomy levels.The proposed autonomy levels include four levels.The MSC 99 adopted the Amendments to SOLAS through the resolution MSC 380(94),which is expected to come into force on 1 January 2020.The amendment amends the Chapters II-1,IV and Appendix of SOLAS.“Goal-based new ship construction standards(GBS)”is a strategic plan of the International Maritime Organization(IMO),which has five aspects.The IMO adopted the amendments to SOLAS that relates to GBS.MSC 99 approved,in principle,the draft MSC resolution on the revised“guidelines for verification of conformity with goal-based ship construction standards for bulk carriers and oil tankers”,with a view to the subsequent adoption at MSC 100,and agreed that this guidelines should take effect a year after the adoption.This article also lists 17 MSC resolutions adopted by MSC 99.
