摘要
洪水风险评价是一种在防洪减灾非工程措施常用的手段,是整个防洪减灾体系中的一个重要组成部分.利用无人机航拍技术,依托GIS技术以及模糊数学方法建立抽水蓄能电站水淹分险评价模型;从洪水风险理论出发,确定了合理的水淹风险评价指标体系并结合层次分析法确定了评价指标权重.在河南宝泉抽水蓄能电站开展了实证应用分析,对研究区域水淹分险空间分布进行划分.研究结果表明:集水面积越大、地势低洼的地区是水淹风险较大的区域,需要加强防治.
Flood risk assessment is a common means of non engineering measures for flood control and disaster mitigation,and is also an important part of flood control and disaster reduction system.Using the technology of UAV aerial photograph,the water submergence risk assessment model of pumped storage power station is established by using GIS technology and fuzzy mathematical method.Based on the flood risk theory,the reasonable evaluation index system of water flooding risk is determined and the weight of evaluation index is determined by the analytic hierarchy process.In Henan Bao Quan pumped storage power station,the empirical analysis is carried out and the spatial distribution of water submergence insurance in the region is divided.The results show that the larger the area and the low lying area are the areas with greater flood risk,and the prevention and control should be strengthened.
