摘要
我国农村土地确权颁证工作自2013年试点工作开始至今已接近尾声,通过建立确权颁证成果数据库,准确记录农村土地数据情况。从地块的空间坐标位置到地块四至边界以及地块面积,再到承包方的属性信息等都准确地记录在数据库中。如何将如此庞大又相对精准的数据成果应用于未来的实践中,将数据用对、用活,将是确权数据登记颁证工作完成后面临的一个重大问题。2017年全国开展的耕地轮作休耕制度试点工作,要求优先选择确权登记颁证工作完成的地区,利用确权数据提取轮作休耕地块四至数据。本文在确权数据满足轮作休耕任务要求的前提下进行方法初步设计,准确提取轮作休耕地块四至数据,达到针对四至数据进行遥感核查工作的目的。
The awarding of rural land rights in China has come to an end since the start of the pilot work in 2013.Through the establishment of a database of the results of the awarding of certificates,the rural land data is recorded in the database accurately,which including the spatial coordinate position,four boundaries and the contractor′s attribute information of plot and so on.How to apply such large and relatively accurate data results to future practice,using data rightly and nimbly will be a major problem after the completion of confirmation of data registration and certification work.In 2017,the nationwide trial of the arable land rotation system for fallow required the priority selection of the areas where the verification and certification work had been completed,used the confirmation data to extract four boundaries data of fallow rotation.In this paper,the preliminary design of the method was carried out on the premise that the confirmation data could satisfy the requirements of the fallow rotation,four boundaries data of fallow rotation farmland were extracted accurately,to achieve the purpose of remote sensing verification for four boundaries data.
