我国高职教育校企合作立法问题浅论

Research on the Legislation for School-enterprise cooperation among Senior Vocational Colleges in China

目前,我国的校企合作缺乏法律保障体系、激励与保障措施和有效的监督机制,严重阻碍了校企合作的发展。基于此,政府应借鉴德国、日本等职业教育发达的国家的立法经验,并结合我国国情,加快修订针对校企合作的法律法规,构建高职教育法律保障体系;明确税收、财政等激励机制,积极引导企业参与校企合作;成立校企合作监督机构,从法律上明确监管职责,从而推动校企合作良性循环,促进我国职业教育的发展。

Nowadays,we lack legal guarantee system,encouragement and guarantee measures,and effective supervision system in terms of school-enterprise cooperation,which has been seriously hindering the development of the cooperation.Therefore,the governments at various levels should,taking the status-quo in China into consideration,refer to legislative experience of the countries including,Germany,Japan,etc.conducting advanced vocational education,quicken legislative process for school-enterprise cooperation,so as to establish a legal guarantee system for senior vocational education.We should make clear encouragement systems such as taxation,finance,and so on,so as to actively guide enterprises to participate in school-enterprise cooperation.Last but not least,we should found professional organizations supervising the cooperation and clarify their legal duties to enhance the healthy recycle of school-enterprise cooperation,so as to promote the healthy development of vocational education in China.
