公共选择语境中政绩涵义的新解读

A New Interpretation of “Political Achievements″ in the Context of Public Choice

政绩的涵义具有时代性,体现了一定的文化语境。政绩在氏族部落、君权神授、社会契约等语境中分别具有不同含义,而在公共选择语境中它可以被看做执政者为换取公民的政治支持而动用以官僚为主体的政府机器供给的公共消费品,其内容可分为施政思想及理念、施政行为、公共产品和社会满意度四个层面。这一界定为一些现实政治问题的解释提供了新的视角,但也存在着忽视政府公共性、整体性等不可取的一面。

The connotation of"political achievements"keeps up with the times and reflects certain cultural context.In different contexts,like clans and tribes,divine right of kings or social social contract theory,"political achievements"has different meanings.In the context of public choice,"political achievements"can be regarded as public consumer goods provided by the ruler who takes advantage of bureaucracy-based gov-ernment in exchange for public support.From this perspective,the term Apolitical achievements,r mainly con-sists of four parts,namely,governance philosophy and ideas,governance behaviors,public goods and pub-lic satisfaction with the governance.This definition provides a new perspective for interpreting some realistic political issues,but it also ignores the publicity and integrity of government.
