摘要 从党的十八大报告提出"推动高等教育内涵式发展"到十九大报告要求"实现高等教育内涵式发展",内涵式发展经过五年的实践取得了显著成就,新时代中国特色社会主义思想丰富了理论基础,发展了时代内涵。高等教育内涵式发展具有包容性、时代性和差异性,它是人本发展、有序发展、创新发展的共生发展。人本发展是以师生为本的发展,即以教师权利为本位,在回归立德树人的本质属性基础上深化高校各项职能;有序发展是通过完善现代大学制度保发展,即通过依法治校保障师生的根本利益,激发师生的主体精神;创新发展是通过深化改革促发展,即通过依法赋权、制度创新深挖高校的发展潜力,促进师生的全面发展。人本发展是目的,创新发展和有序发展是方式,共同推动人本发展。 From“propelling intensive development of higher education”put forward by the CCP s report at the 18th Party Congress to“realizing the intensive development of higher education”required by the CCP s report at the 19th Party Congress,a great achievement has been achieved in the connotative development in the five-year practice.The thought of Socialism with Chinese Characteristics for a New Era has enriched its theoretical foundation and developed its times connotation.The connotative development of higher education is characterized by its nature of inclusiveness,epochalness and otherness,so that it is a mutualistic development including human-oriented development,orderly deve-lopment and innovative development.People-oriented development means a teacher-student oriented development which is namely based on teacher rights.Besides,it deepens every university or college function on the basis of returning to essential attribute of enhancing morality and fostering talents.Orderly development ensures development by perfecting the modern university institution which namely guarantees teachers and students fundamental interests as well as motivates their subject spirit by governing university or college by law.Innovative development promotes development by deepening reform which namely excavates university or college development potential and promotes teachers and students all-round development through granting rights and institutional innovation.Human-oriented development is the final target and it should be put forward by innovative development and orderly development together.
