论述了自由贸易试验区背景下建设服务型海关的重要意义,以上海自由贸易试验区为例分析了海关监管过程中存在的问题:服务的理念不到位、主动性不强;透明化的海关服务制度有待进一步完善;信息化建设水平落后,人员专业素质有待提高。提出构建服务型海关的对策建议:明确服务型海关职能;建立健全透明化的海关服务制度;提高服务型海关的执法能力。

The significance of the construction of service-oriented customs under the background of Free Trade Zone is discussed:changing the backward concepts of regulation,establishing friendly cooperative relationship with relative person of management;simplifying customs functions,providing more professional and efficient regulatory services;limiting the functional boundaries of customs,providing more convenience for management relative persons.Problems in the process of customs supervision are analyzed which taking shanghai Free Trade Area as an example:service concepts and the initiative are not strong;the customs service system needs to be more transparent;the level of informatization is backward,the quality of personnel needs to be enhanced.The countermeasures and suggestions are proposed,including defining the functions of service-oriented customs;establishing and improving transparent customs service system;improving the law enforcement capacity of customs.
