陕西省城市低碳经济发展水平的综合测度与评价

Comprehensive Measurement and Evaluation of Urban Low-Carbon Economy Development in Shaanxi Province

定量测度和综合评价省域所辖城市低碳经济发展水平,有助于了解低碳经济发展现状和明确各个城市低碳经济发展存在的问题。陕西省作为我国的能源资源大省和首批低碳经济试点省区之一,推进低碳经济发展进程势在必行。采用因子分析法,从经济发展水平和低碳发展水平两个方面分别构建城市低碳经济发展的评价指标,对陕西省2015年11个地市低碳经济发展水平进行了综合评价,并依据评价结果给出推动陕西省城市低碳经济发展的有关对策建议。

The quantitative measurement and comprehensive evaluation of low-carbon economic development in provincial cities are beneficial to understand the current situation of low-carbon economy development and the problems in the development of low-carbon economy in provincial cities of China.As a major province of energy resources and one of the first pilot provinces for low-carbon economy,it is imperive that Shaanxi province utilized great policy advantages to develop low-carbon economy.The factor analysis method is taken to constitute evaluation indexes of low-carbon economic development from the aspects of economic development and low-carbon development respectively.A comprehensive evaluation was made on the low-carbon economic development of eleven prefecture-level cities in Shaanxi province through the method of factor analysis in2015.According to the evaluation,some countermeasures and suggestions were put forward to promote the development of the urban low-carbon economic development of Shaanxi province.
