河北省自然资源配置效率研究

Study on Allocative Efficiency of Natural Resource in Hebei Province

作为基础性物质资源,自然资源在人类的发展和社会的进步中发挥了不可替代的作用。伴随时代的发展,自然资源呈现日趋多样性的差异化,面对不同的价值需求,需要更为宏观的视角来研究自然资源配置效率的问题。本文通过主流经济学领域中的资源配置理论,阐述了市场失灵以及帕累托最优效率的标准及实验条件,并结合生态经济学的影响因素以及人们的价值需求拓展帕累托最优效率,以得到自然资源最优效率的基本规律。以此为依据对自然资源的配置效率进行选择,并构建出足以评价自然资源配置效率的体系。

As basic material resources,natural resources play an irreplaceable role in human development and social progress.With the development of The Times,natural resources are increasingly diversified and differentiated.Facing different value demands,we need to study the efficiency of natural resources allocation from a more macro perspective.This paper expounds the criteria and experimental conditions of market failure and Pareto optimal efficiency through the theory of resource allocation in mainstream economics.In addition,Pareto optimal efficiency is carried out in combination with the influencing factors of ecological economics and the expansion of people's value demand.The basic law of optimal efficiency of natural resources is obtained.On this basis,the allocation efficiency of natural resources is selected and a system is constructed to evaluate the allocation efficiency of natural resources.
