政策内容本身的效果是衡量政策实施效果的标准之一。自2017年8月1日十部门联合发布《关于鼓励和规范互联网租赁自行车发展的指导意见》后~①,我国共计21个省市先后颁布共享单车管理政策,各地依据自身发展情况制定了相应管理方案。在实践中,共享单车运营问题不断发生。从这个角度可以说,共享单车社会共治政策实施效果差强人意。结合共享单车运营的特点,探讨共享单车运营社会共治政策的目的,多元主体的参与,及共治的多元主体之间的相互关系等政策内容,有助于寻求提升共享单车运营政策实施效果的方案。提升政策实施效果可以从政策的前瞻性、公众参与、维护当事人的权利及加强宣传教育等方面着手进行。

The effect of the policy content is one of the criteria for measuring the effectiveness of policy implementation.Since the ten departments jointly issued the Guiding Opinions on Encouraging and Regulating the Development of Internet Rental Bicycles on August1,2017,21provinces and cities in China have successively issued a shared bicycle management policy,and local governments have formulated corresponding management plans based on their own development.In practice,shared bicycle operation problems continue to occur.From this perspective,it can be said that the implementation of the shared bicycle social governance policy is not satisfactory.Combined with the characteristics of shared bicycle operation,the purpose of discussing the policy of sharing bicycle management social co-governance,the participation of multiple entities,and the interrelationship between the multi-subjects of co-governance will help to find out the effect of improving the implementation of shared bicycle operation policies.Improving the implementation of the policy can be carried out in terms of forward-looking policies,public participation,safeguarding the rights of the parties,and strengthening publicity and education.
