以“帽”取人的人才政策效应何以遏制——从教育部发布的《长江学者奖励计划管理办法》谈起 被引量:4

How to Curb the Talent Policy Effect of Selecting and Employing Personnel by Titles——A Talk on the Management ofthe Changjiang Scholars

摘要 长江学者奖励计划与海外高层次人才引进计划、青年英才开发计划等共同构成国家高层次人才培养支持体系。长江学者奖励计划实施20年来,为高校培养集聚了一批具有国际影响的学科领军人才。但是,在其示范引领效应持续彰显的同时,也衍生了以"帽"取人效应,甚至引起了高校以"帽"取人的人才混战。为此,教育部2018年发布了《长江学者奖励计划管理办法》,提出了许多新的改革完善措施,希望以此遏制以"帽"取人效应,终结高校以"帽"取人的人才混战。 The Changjiang Scholars Award Program,the Overseas High-level Talents Import Program and the Youth Talents Development Program constitute the national high-level talents training support system.Since the implementation of the Changjiang Scholars Award Program for 20 years,a large number of internationally influential academic leaders have been trained in universities.However,the demonstration and leading effect of the incentive scheme have been continuously highlightened.At the same time,the cap-based effect has also been derived and even led to a scuffle between colleges and universities.Therefore,the Ministry of Education of China has promulgated the measures for the management of the Changjiang Scholar Award Scheme in2018,and put forward many new improvement measures.It is hopeful to curb the effect of cap-based talent selection and end the skirmish of cap-based talent selection in colleges and universities.
