我国社会工作服务机构管理中领导职能履行存在的不足及建议

摘要 领导职能在社会工作服务机构管理中具有重要的作用和地位,其对社工机构的健康、可持续发展具有深远意义。当今社会工作服务机构管理中领导职能的履行存在重决策领导而轻伦理领导、重简单激励而轻复合激励、重指导内务而轻外部环境的问题,同时一定程度上存在政府嵌入领导、高层领导缺位、领导水平不高等问题。因此,建议采取愿景领导和参与管理相结合、复合激励与适时激励相结合、高体制面和高关怀面相结合、内部管理和外部经营相结合、政府指引和机构主导相结合、品德培养与才能培育相结合等领导方式和方法,提升领导职能的运行效能。 Leadership functions play an important role in the management of social service departments,which has great significance for the healthy and sustainable development of social service departments.The implementation of leadership functions in the management of social service departments today has the problems like paying more attention on decision-making leadership than ethics leadership,paying more attention on simple incentives than compounding incentives,and paying more attention on directing internal affairs than external environment.At the same time,more problems like government is embedded into leadership,lacking of senior leadership,and low level of leadership,etc..Therefore,it is recommended to adopt leadership modes and methods of combining vision leadership and participation management,combining the composite incentives and timely incentives,combining the high-level system and high-level care,combining the internal management and external management,combining the government guidance and institutional leadership,and combining the moral cultivating and talent cultivating,to enhance the running efficiency of the leadership function.
