摘要
近年来,机器人及其相关技术发展迅速,应用范围越来越广。机器人的普及应用将会对人类社会产生重大影响,急需研究机器人治理。ELSI研究从人类基因组计划中发展而来,其研究成果对机器人治理有借鉴意义。但是由于生物技术和机器人科技的巨大差异,ELSI研究难以覆盖机器人治理的所有关键问题。本文在ELSI研究的基础上,综合机器人科技和产业的具体特点,提出以iELSE为机器人治理研究范式的新思路。
In recent years,robots and related technologies have developed rapidly and got more and more applications.The popularization of robots will have great impact on human society,and there is an urgent need to study robotic governance.ELSI research has evolved from the Human Genome Project,and its research results have implications for robotic governance.Based on the ELSI research,this paper combines the specific characteristics of robot technology and industry,and proposes a new research paradigm for robot governance as iELSE which is short for internationalization,Economic,Law,Society and Ethical.
