地方政府购买基本公共卫生服务绩效评价指标体系研究

Study on Performance Evaluation Index System of Local Government Purchasing Basic Public Health Services

文章从政府购买基本公共卫生服务绩效评价的政策规范、评价主体、评价内容、评价方式、评价结果及运用等五个方面归纳总结,采用德尔菲法和层次分析法构建地方政府购买基本公共卫生绩效评价指标体系。结果显示:两轮专家积极系数为100%,权威系数都大于0.7,修正后的指标变异系数在0～0.194 2范围波动,协调系数分别0.618和0.709,P值均为0.000,各指标层C.R均小于0.10,通过一致性检验。因此,专家对研究的积极系数和权威程度较高,意见协调性较好,权重设计合理,所得指标体系科学、内容较为全面,体现了地方政府购买基本公共卫生服务绩效评价的核心思想。

This paper summarizes five aspects of the performance evaluation of government purchasing basic public health services:policy norms,evaluation subjects,evaluation contents,evaluation methods,evaluation results and application,and constructs the performance evaluation index system of local government purchasing basic public health services using Delphi method and analytic hierarchy process.The results show that the positive coefficient and authority coefficient of the two rounds of experts are100%and more than0.7.The revised coefficient of variation fluctuates in the range of0-0.1942,the coordination coefficient is0.618and0.709,respectively,the P value is0.000.The C.R of each index layer is less than0.10,which passes the consistency test.Therefore,experts have a high degree of positive coefficients and authority,good coordination of opinions,reasonable weight design,scientific index system and comprehensive content,reflecting the core idea of performance evaluation of local government purchasing basic public health services.
