乡村振兴战略下的秦巴山片区村级文旅产业发展研究--以湖北省板块为例

2018年中央一号文件明确提出"乡村振兴,摆脱贫困是前提".要大力实施乡村振兴战略,乡村发展要实现"产业兴旺、生态宜居、乡风文明、治理有效、生活富裕"的总要求.小康不小康,关键看老乡,老乡要小康,关键产业旺,只有产业的蓬勃发展才能带来乡村经济的繁荣.把握人们对于美好旅游生活需要的变化和升级,在旅游资源禀赋较好的贫困地区,因地制宜发展乡村旅游,充分发挥文旅产业综合性强、关联度大、产业链长、广泛涉及并交叉渗透到许多相关行业和产业的特点,以产业发展为基础,增加农民收入,保护乡村生态,提升乡风文明,推进乡村治理,实现生活富裕,必将在新时代乡村振兴战略中发挥重大作用.

The No.One Document of 2018 clearly defined that shaking off poverty is the precondition of rural revitalization.We must effectively carry out Rural Revitalization Strategy to realize the total requirements of rural development,such as,prosperous industry,habitable ecology,civilized customs,effective governance and better-off life.Only by the prosperity of industries can it bring the prosperity of rural economy.In accordance with people’s needs for better tourism and life,we can develop rural tourism in the poverty-stricken areas with excellent tourist resources and give a full play to the advantages and characteristics of culture tourism so as to increase farmers’earnings,protect rural ecology,improve rural civilization,promote rural governance and realize affluent life on the basis of industry development.
