社会组织在社区治理中的合法化路径与策略——基于北京市一个草根社会组织的个案研究

Legalization Path and Strategy of Social Organizations in Community Governance——Based on a Case Study of a Grass-roots Social Organization in Beijing

社会组织参与社区治理是社会治理现代化的应有之义,然而合法性不足是社会组织面临的主要挑战之一。北京市一个草根社会组织LL在社区治理中的合法化过程显示,社会组织通过角色归位、意义建构和集体结构化等路径建构自身的合法性,综合运用选择环境、操控环境和创造环境等合法化策略。因此,政府部门应对社会组织进行社区嵌入发展的方向引导和能力建设,社会组织则应以专业服务为立足点,以创新公共物品生产为关键,通过积极的合法化策略,取得在社区治理中的合法性和结构性位置。

The participation of social organizations in community governance is the proper meaning of the modernization of social governance.However,the lack of legitimacy is one of the main challenges facing social organizations.The legalization process of LL,a grass-roots social organization in Beijing,in community governance shows that social organizations construct their own legitimacy through the path of role orientation,meaning construction and collective structuring,and comprehensively use the legalization strategies of environment selection,environment manipulation and environment creation.Therefore,the government departments should conduct the direction and give capacity building of social organizations for community embedding development.The social organizations should take active legalization strategies,providing professional services and creating innovative public goods to achieve legitimacy and structural position in community governance.
