医养结合导向下社区养老设施类型体系构建

Research on the type hierarchy construction of community endowment facilities under the guidance of the integration of health and care

医养结合是我国现阶段推进和落实社区居家养老的重要举措.本文在对医养结合和社区养老的概念进行解析的基础上,对两者的关系进行了梳理和阐释,对医养结合模式下社区养老设施的功能进行了新的审视和定位,归纳出医养结合下社区养老设施构建路径与3种主要模式.继而,结合住区现有的公共设施分级、老年人的生理特点及设施配建的经济性综合考虑,提出了医养结合模式下社区养老设施适宜的两级配建体系,参照相关规范明确了两级体系下设施的配建项目、配建要求、服务功能,由此构建出满足老年人医养需求的功能完善的社区养老设施类型体系.

Integration of health and care is an important measure to promote and implement the community s home-based care at present.Based on the analysis of the concepts of the integration of health and care and community endowment,the relationship between them is interpreted.New survey and orientation of the function of community old-age facilities under integration of health and care system are made.The construction path and three main patterns of community endowment facilities are summarized.Furthermore,combined with the grading situation of existing public facilities,the physiological characteristics of the elder and the economic integration of facilities,the suitable two-level matching system for community endowment facilities is put forward,and the project facilities to match all levels,construction requirements,service functions and service objects are combed and summed up,thus a functional endowment facilities type system to meet the needs of elder medical care is built.
