摘要
以福建省福州、厦门地区的8所公共图书馆非编人员的现状为案例,通过多重案例研究,根据雇佣关系和用工模式的不同,将公共图书馆非编人员分为完全劳务派遣工、转移劳务派遣工、政府购买服务性质用工、见习生4种类型。通过其雇佣关系、招聘渠道、所从事的业务工作、薪资福利的特点来分析不同用工方式的优劣势,进而探讨当前公共图书馆使用非编人员的困境,并提出若干可操作化的应对措施,为公共图书馆管理者和政府主管部门改革图书馆用人机制、提高服务效率提供重要参考。
Taking the status quo of non-permanent staffs of eight public libraries in Fuzhou and Xiamen in Fujian province as an example,this paper divides non-permanent staffs into four categories:complete labor dispatch employees,transferred labor dispatch employees,employees from government outsourcing and trainees through multi-case studies and according to the difference of employment relationships and patterns.On the basis of the characteristic of their employment relationship,recruitment channels,library operations,and salary and welfare,it analyzes the advantage and disadvantage of different modes of employment,then discusses the predicament of employing non-permanent staffs in public libraries currently,and puts forward a number of operational measures,which provides significant references for public library managers and government authorities in reforming library employment mechanisms and improving service efficiency.
