长江大保护背景下 入河污染物总量控制与信息化建设思考 被引量:2

摘要 本文通过梳理我国河流污染治理的现状,提出改善河湖水质的措施是控制"入河污染物总量",从河流纳污容量核定、入河污染物总量限额配置、入河污染物总量监测验证与管理应用三方面阐释如何实现水污染排放总量控制,并提出共享信息促进长江大保护协同管理措施。 Based on the status quo of river pollution control in China,this paper points out that the measure to improve river and lake water quality is to control the total amount of pollutants entering rivers.This paper explains how to realize the total amount control of water pollution from three aspects:checking and approving the pollutant carrying capacity of rivers,allocating the total amount of pollutants into rivers,monitoring and managing the total amount of pollutants entering rivers,and putting forward the measures of sharing information to promote the coordinated management of the protection of the Yangtze River.
