国际博弈视角下气候变化的应对

Response to Climate Change from the Perspective of International Game

气候变化已经成为当今国际社会不得不加以重视的涉及全人类利益的议题,也是21世纪最严重的问题之一。从实然和应然两个层面分析气候变化在国际交往中的博弈现状,梳理出当下气候变化国际博弈的困境,并从理论适用的缺陷论证分析非合作博弈、重复博弈、讨价还价博弈在气候变化议题中的非恰当性适用,通过国际博弈利益分析探寻气候变化国际谈判停滞的根源,从而得出国际博弈面对气候变化议题的理性应对,主要从合作博弈的归位、重复博弈中子博弈的纳什均衡和增加信息的对称性三个角度出发,进一步推导出结果导向的制度设计,包括博弈参与者的多元构建、公共利益的突出考量以及合博弈规律性的制度设计。

Climate change has become an issue that the international community has to pay attention to,and one of the most serious problems in the21st century.The analysis is made on the current situation of the game of climate change in the international community from the perspective of reality and necessity,and sort out the dilemma of the current international game of climate change.And a theoretical analysis is carried out as well on the improper application of non-cooperative game,repeated game and bargaining game in climate change issue.The cause of the stagnation of international negotiations on climate change through the analysis of international game interests is explored.Therefore,the rational negotiations on climate change issues is obtained,mainly from the perspective of the returning of cooperative game,the Nash equilibrium of repeated game and the symmetry of increasing information.Further derivation of the results-oriented system design is carried out,including the multi-dimensional construction of game participants,the prominent consideration of the public interest and the systematic design of the game.
