论设计发生重大变更是否需要重新招标

Whether there is a need for re-tendering for major changes in design

随着我国城市的不断发展,城市化进程的不断加速,对城市建设中的构筑物/建筑物的总体布局、建筑造型、结构布置、设计功能、节能环保、新材料、新技术、新工艺、新设备应用等要求越来越高,同时也对建设单位及设计单位做好前期项目规划和项目设计提出了更高的要求。但在城市建设实践中,由于建设单位前期规划不合理,设计单位考虑不周全、不细致、不深入,导致项目在施工阶段不断发生设计变更,甚至是发生重大设计变更的情况比比皆是。笔者根据实践中的XXX项目对设计发生重大变更是否需要重新招标的问题提出一些个人的看法和思考。

With the continuous development of China's cities,the urbanization process is accelerating,the overall layout,architectural modeling,structural layout,design functions,energy conservation and environmental protection,new materials,new technologies and new processes of structures/buildings in urban construction.The requirements for new equipment applications are getting higher and higher.At the same time,higher requirements are put forward for the construction projects and design of the construction units and design units.However,in the practice of urban construction,due to the unreasonable planning of the construction unit,the design unit is not thoughtful,detailed,or in-depth,resulting in continuous design changes during the construction phase,and even major design changes are common.Based on the XXX project in practice,the author puts forward some personal opinions and thoughts on whether the design has undergone major changes and needs to be re-tendered.
