The 18th National Congress of the Communist Party of China proposed to implement an development strategy promoted by innovation.Innovation-development is a profound insight into the development of history,an inevitable choice to overcome difficulties,an act of taking advantage of the tide,and a long-term layout with an eye to the future.Innovation-driven development strategy and the“four comprehensive”are the relationship between leadership and being led,means and content,and the“five development”is the relationship between the point-to-face extension,and the part and the whole.Carrying out the strategy should be guaranteed in the organization,divided into stages in the planning,integrated in the promotion,and focused in the implementation.
