摘要
通过比较全球20个城市电子治理的实践结果,分析市民服务、商务服务、公共服务和公众参与等电子治理的全球城市间所存在的差距。发展中国家城市的电子治理与发达国家相比,除了技术水平上的差距,更重要的是发展理念和基本社会机制的差异。总结了电子治理从线上向线下扩展、全生命周期管理、全人群覆盖三大趋势,从中反映出智慧城市建设中电子治理发展的方向。
By comparing the practical results of e-governance in 20 cities around the world,this paper analyzes the gap between global cities of e-governance such as citizen service,business service,public service and public participation.Compared with developed countries,the electronic governance of cities in developing countries is not only different in technology level,but also in development concept and basic social mechanism.This paper summarizes the three trends of electronic governance from online to offline expansion,full life cycle management and full population coverage,and reflects the development direction of electronic governance in smart city construction.
