基于大学组织特性的校长遴选主体分析

摘要 大学不仅具有学术属性而且具有利益相关者属性,此要求在选拔大学校长过程中,要形成一种党政主体、群众主体和候选人主体的多元融合结构。我国实行的是一种政府任命制的大学校长选拔制度,存在着党政主体占据绝对主导地位、群众主体意见难以体现、候选人主体范围太小等不足,从而淡化了大学多元利益主体的特征。基于大学的组织特性分析,我国大学校长遴选主体呈现出"放权"与"扩大"两大变化趋势。根据我国的特殊国情和高等教育管理体制,实现大学校长遴选主体变化应采取如下路径:大学自主遴选校长与政府任命相结合,创新利益相关者在校长选拔中的表达机制,进行公开选拔大学校长。 A university not only has the academic attribute,but also has the stakeholder attribute,which requests that a kind of multiple fusion of the party government,the masses and the candidate should be formed when we select the president.However,the university president is always appointed by the government in China,which goes against the stakeholder attribute of university.It reflects some deficiencies of this system,such as the absolute dominant position of party government,the difficulty of reflecting the opinions of the masses,and the limited scope of candidates.Based on the analysis of the organizational characteristics of university,we find that the subject of selecting university president in China shows the trend of“decentralization”and“expansion”.According to Chinese special national conditions and the management system of higher education,realizing the change of the subject of president selection should take the following paths:combining university independent recruitment with the government appointment,innovating the expression mechanism of stakeholder,and selecting president publicly.
