新时代基层党建引领乡村治理的内在逻辑是基层治理现代化的重要理论与实践问题。本质上,党建引领乡村治理的内在逻辑是农村基层党组织的权力重塑过程。农村基层党组织的权力重塑是指基层党组织维持和扩展党组织权力的行动过程。重塑权力与资源依赖关系是农村基层党组织权力实现的动机,适应环境与改变环境是基层党组织权力实现的行动策略。当前,党建引领乡村治理的权力实现过程,主要包括权力载体的再造、治理性权力与领导性权力的实现。在现实实践中,不同地域的基层党组织在权力重塑的能力上表现出差异性,使基层党组织引领乡村治理的状态各不相同。新时代中国乡村振兴需要从基层党组织的动力、社会功能和组织建设等方面,提升党建引领乡村治理的权力实现能力。

In the new era,the inherent logic that the Party building leads rural governance is an important theoretical and practical issue in the modernization of grass-roots governance.In essence,this inherent logic is a process in which rural grassroots Party organizations manage to realize their power.The power realization of rural grassroots Party organizations refers to the course of action in which rural grassroots Party organizations manage to maintain and expand their power.Reconstructing the dependent relationship between power and resources is the motivation to realize the power of rural grassroots Party organizations.At present,the leadership of the Party building in the power realization process of rural governance mainly includes the reconstruction of power carrier,the realization of the governance power and the leadership.In practice,grass-roots Party organizations in different regions show different abilities in the power realization,which makes the leading role the grass-roots Party organizations play in social governance different from one region to another.In the new era of rural revitalization,it is necessary to improve the power realization ability for the Party building to lead rural governance in the aspects of the power,social function and organizational construction of the grassroots Party organizations.
