上海自由贸易试验区管理创新对辽宁省的重要启示

Enlightenment of Management System Innovation of Shanghai Free Trade Area to Liaoning Province

近年来国际贸易竞争日趋激烈,为了增加中国在国际贸易中的话语权,开创全面开放的格局,自由贸易试验区建设便被提上日程。上海自由贸易试验区作为国家首个自由贸易试验区,在其建设过程中取得了显著成效。上海自由贸易试验区采用负面清单管理模式、先照后证和多证合一的登记制度和事中事后的监管制度解决了市场准入、营商环境和有效监管的问题。作为我国第三批设立的自由贸易试验区之一,辽宁自由贸易试验区同上海自由贸易试验区有相似之处,对标上海也成为辽宁自由贸易试验区发展的必然。但两地自由贸易试验区在具备一定共性的同时又存在差异,通过在总体要求、主要任务和措施等方面开展的比较研究结果,建议辽宁省从充分发挥负面清单的管理价值;利用优势为企业创设更加高效便捷的营商环境;结合实际创新事中事后监管模式等方面加大路径建设力度,推动本地区自由贸易试验区更好、更快建设。

The construction of Free Trade Area(FTA)is one of the hot topics in academic circles.The Shanghai FTA has adopted the negative list management mode,the registration system of combining the first license with the second certificate and the multiple certificates,and the after-event supervision system to solve problems in market access,business environment and effective supervision.There are both similarities and differences between Liaoning and Shanghai in FTA construction.Liaoning province should construct a list system with Liaoning characteristics in its FTA construction and make greater efforts to innovate the mode of both before-event and after-event supervision so as to promote the construction of Liaoning FTA.
