福建省农村电子商务与快递物流协同发展实证研究

Coordinative Development of Rural E-commerce and Express Logistics in Fujian Province

从2017年中央一号文件精神中可以充分发现,农村电子商务与农村快递物流的发展是相辅相成的。在对福建省农村电子商务与农村快递物流发展现状及存在问题进行调研的基础上;分析自有电子商务平台+自建物流模式、电子商务平台+第三方物流企业模式、政府或涉农机构自有电子商务平台+物流外包模式、民营专业公司自建电子商务平台+仓储配送体系模式和村电子商务淘宝+自找货源+自建仓储配送体系模式共五种目前可供福建省农村电子商务与农村快递物流协同发展选择的模式。并进一步提出利用"互联网信息技术"为农村电子商务与快递物流协同发展提供技术保障;做好福建省县、乡镇快递物流进出港量的统计分析;落实"农村电子商务+快递物流基础设施"同步共建策略;建立"县—乡镇—村"三级快递物流网络体系;强化专业的电子商务快递人才队伍建设共五点福建省农村电子商务与快递物流协同发展构想;最后从具体实践层面给出搭建上下行双向通道,实现农村快递物流流程优化;合理利用已有资源,节省运营成本;改善农村快递物流机制体系,加强人员管理;建立村级服务站点,提高服务质效;争取政府支持,解决相关人员编制问题;利用互联网技术,提升上门服务效率等福建省农村快递物流业更好对接农村电子商务行动策略。以期为福建省更好对接中央一号文件精神,促进农村电子商务与快递物流协同发展,助力农村经济保持良好势头和增加农民收入等。

The No.1document of the central government issued in2017makes it clear that the comprehensive integration of new agricultural management subjects and processing and circulation enterprises with e-commerce enterprises should be promoted to realize the on-line and off-line interactive development;the construction and completion of the standard system for the e-commerce of agricultural products accelerated;the construction of e-business platform of agricultural products and rural e-business service site supported;and the connectivity of business and trade,supply and marketing,postal service,and e-business moved forward,the logistics system construction strengthened both in urban and rural areas and the project of express delivery to the countryside implemented.It is very clearly learned from the No.1document of the central government that the development of rural e-commerce and rural express logistics is complementary.Based on the investigation into the status quo and the existing problems in rural e-commerce and rural express delivery in Fujian Province,this paper analyzes the patterns from which the coordinative development of the rural e-business and rural express logistics of Fujian Province needs to choose:the Self-owned E-commerce Platform+Self-built Logistics mode,the E-Commerce Platform+Third-Party Logistics Enterprise mode,the E-business Platform Owned by Government and Agricultural Agencies+Logistics Outsourcing mode,the E-commerce Platform Constructed and Owned by Private Professional Companies+Warehousing and Distribution System mode,and the Village E-commerce Taobao+Self-Finding Goods Source+Self-Built Warehousing and Distribution System mode,and puts forward that the"Internet-based Information Technology"should be used to provide technical support for the coordinative development of rural e-commerce and express logistics in Fujian Province.And at last this paper proposes operational strategies for a better docking of rural express logistics with rural e-business in Fujian Province in the perspective of specific practice,such as building an up-and-down two-way channel to optimize the workflow of rural express delivery,making reasonable use of resources available and saving operation costs,improving the mechanism and system of rural express logistics and strengthening personnel management,building village service sites and improving the quality and efficiency of service,striving for governmental support to address related staffing issues,and using Internet technology to improve the delivery-to-door service,so as to provide reference for Fujian Province to carry out the spirit of the No.1document of the central government in better way,promote the coordinative development of rural e-business and rural express logistics,help rural economic development and increase farmers’income.
