高原地区大型煤化工项目管理、建设和运营模式探讨

Discussion on the Mode of Management,Construction and Operation of Large Coal Chemical Project in Plateau

介绍了目前大型煤化工项目的管理、建设、运营的各种模式,讨论了各模式的优缺点。鉴于青海高原现有的人才、资源和环境实际情况,分析了高原地区大型煤化工项目管理、建设、运营中存在的人才短缺、项目抗风险能力弱等问题,并借鉴其他成熟煤化工项目的经验,认为青海矿业60万t/a烯烃项目采用"一体化项目管理模式(IPMT)+交钥匙工程总承包(LSTK)+外包运行"为最佳且比较可行的模式。

Various modes of management,construction and operation of large coal chemical project were introduced,and their advantages and disadvantages were discussed.In view of the actual circumstance of existing talent,resources and the environment in Qinghai plateau,the problems of talent shortage and weak risk resistance in the management,construction and operation of large-scale coal chemical projects in plateau area were analyzed.Finally,learning from the experience of other mature coal chemical projects,600000t/a olefin project of Qinghai Mining Group Co.,Ltd. adopted the“integrated project management model(IPMT)+lump sum turnkey(LSTK)+outsourcing operation”as the best and more feasible mode.
