长三角区域一体化发展的示范价值与动力机制

更高质量地推进长三角区域一体化发展,关键是要在体制机制上构建一体化建设的动力机制。这要求发挥政府和市场次序有别的"双强"作用。发挥政府强力推动作用的目的,是营造让市场发挥决定性作用的环境。要在竞争和协商中处理好各自的利益诉求,设计出牵引一体化的动力引擎。当前应重点从如下方面着手:发挥上海作为长三角经济龙头的辐射作用;在长三角范围内复制推广国家试点政策;打造有形"飞地经济"和无形"互联网平台"整合区域资源;鼓励企业在长三角范围内兼并收购;发挥大型企业集团的区域协调作用;逐步构建长三角区域的竞争规则。

The key to promoting the development of regional integration in the Yangtze River Delta with higher quality is to construct the dynamic mechanism of integration construction in the institutional mechanism.This requires the government and the market to play a different“double strong”role.The purpose of giving full play to the government’s strong driving role is to create an environment in which the market plays a decisive role.In order to deal with their respective interests in competition and consultation and design the driving engine of traction integration,we should focus on the following aspects:playing the radiation role of Shanghai as the economic leader of the Yangtze River Delta;replicating and promoting the national pilot policy within the Yangtze River Delta;creating a tangible“enclave economy”and intangible“internet platform”to integrate regional resources;encouraging enterprises to merge and acquire within the Yangtze River Delta;playing the role of regional coordination of large enterprise groups;and gradually building the competition rules of the Yangtze River Delta region.
