我国军民融合深度发展研究

Research on Promoting the Deep Development of Military and Civilian Integration

党的十八大以来,我国军民融合发展上升为国家战略,战略地位不断提升,当前和今后一个时期我国进入向军民融合深度发展过渡的重要战略机遇期。目前我国军民融合发展仍面临多种体制机制问题,成为军民深度融合发展的主要障碍。文章在分析军民融合在组织管理体系、政策制度体系、市场竞争机制、动力激励机制、成果转化机制、业务模式创新、服务机制等方面存在的体制机制障碍的基础上,探讨了相应的对策思路。

Since the 18th National Congress,China's civil-military integration has become a national strategy,and its strategic position has been constantly upgraded.At present China has entered an important period of transition to the deep development of civil-military integration.At present,the development of civil-military integration in China is still facing a variety of institutional problems,which has become a major obstacle to the development of civil-military integration.On the basis of analyzing the institutional obstacles of civil-military integration in organizational management system,policy system system,market competition mechanism,motivation mechanism,achievement transformation mechanism,business model innovation,service mechanism and so on,this paper discusses the corresponding countermeasures.
