创新型科技人才多元评价系统的构建与实施

Construction and Implementation of Multi-evaluation System for Innovative Scientific and Technological Talents

构建创新型科技人才评价系统是落实国家创新人才推进计划、改进科技人才评价激励机制的重要基础性工作。本文运用文献研究法,论述了现有科技人才评价系统存在的主要问题;以评价对象多元、评价标准多元、评价主体多元、评价方式方法多元为主线构建了创新型科技人才多元评价系统的总体框架;从建立协同保障机制、强化综合监督机制和设立评价申诉系统三方面讨论了创新型科技人才多元评价系统的实施。

The construction of evaluation system of innovative scientific and technological talents is an important basic work to implement the national innovative talent promotion plan and improve the evaluation and incentive mechanism of scientific and technological talents.By using the method of literature research,this paper discusses the main problems existing in the existing evaluation system of scientific and technological talents.The multi-evaluation system of innovative scientific and technological talents is constructed based on the multiple evaluation objects,multiple evaluation standards,multiple evaluation subjects and diversified evaluation methods.This paper discusses the implementation of the multi-evaluation system of innovative scientific and technological talents from three aspects of establishing the cooperative guarantee mechanism,strengthening the comprehensive supervision mechanism and setting up the evaluation and complaint system.
