基于TOPSIS模型的河北省新型城镇化发展质量评价及对策研究

Study on the Quality Evaluation and Strategy of New Urbanization in Hebei Based on TOPSIS Method

新型城镇化是实现经济高质量发展的重要内容和重要基础。本研究以新时代经济高质量发展为引领,从经济发展、社会发展、生活质量、生态环境、城乡统筹五个方面构建了河北省城镇化高质量发展的综合评价指标体系,运用TOPSIS模型分析方法,对全省11个设区市城镇化发展质量进行了综合评价,指出河北省城镇化发展中存在的主要问题。并结合京津冀协同发展、河北雄安新区建设等重大战略机遇,从加快融入京津冀都市群、提高城市建设质量、优化城市发展环境、构建城乡融合体制机制四个方面提出了促进河北省新型城镇化高质量发展的建议。

New urbanization is the important way to achieving high quality economic development.This study,starting from high quality economic development in the new era,constructed the indicator system for evaluating the quality of the new urbanization while the factors of economic development,social development,quality of life,ecological environment and coordinative development of urban-rural area are included.Then,evaluation was performed on the quality of the new urbanization based on TOPSIS method in 11 districts in Hebei Province,and some main problems existed in the development of the new urbanization were pointed out.Considering the great strategic opportunities of Beijing-Tianjin-Hebei coordinated development and the construction of Xiong'an New Area in Hebei Province,this paper puts forward some suggestions to promote the high-quality development of new urbanization in Hebei Province from four aspects:integration into Beijing-Tianjin-Hebei Urban Agglomeration rapidly,improving the quality of urban construction,beautifying the city environment and constructing system of urban-rural integration.
